Now Person of Interest has to start in with the pet-the-dog moments. And to make it worse, they're LITERAL pet-the-dog moments. As in petting an actual dog.
In a nutshell, it means when they have the cranky or annoying or hostile character do something sweet, like petting a dog, to show he or she isn't really so bad after all.
